Answer 1 :
well, for engineering, Gtech by far, Auburn second. i cant really speak for anything else
Answer 2 :
Georgia Tech: Rank = 38 Tuition = $4854 (in state), $19914 (out of state) University of Georgia Rank = 60 Tution = $4892 (in state), $17722 (out of state) Auburn and the University of Alabama are way down in the rankings, so I did not include them. Looks like GT is the best value. Then again, it depends on what you want to study and what kind of campus life you prefer. I would much rather go to UGA or Auburn than GT or Alabama.
Answer 3 :
It really just depends on where you want to live. I can't speak on Alabama, but on Georgia I can help. It really just depends on what area in Georgia you want to live - for instance the city or country. Do you want to live in Atlanta, Augusta, Columbus, etc.? And what are you majoring in? Once you answer these questions then you can pin point a school that meets your budget.
